His last rites were performed on March 1, 2024, at his native village Urugahalli in Ramanagar district.

From a Police Reporter to an IAS Officer

K Shivaram was born on April 6, 1953, in Urugahalli, a small village in Ramanagar district. His father, S Kempaiah, was a drama master and his mother, Chikkaboramma, was a homemaker. He completed his primary schooling in his village and then moved to Bangalore for his high school education. He studied at the Government High School in Malleswaram and developed a keen interest in learning.

After finishing his high school, he enrolled in a typing and shorthand course in both English and Kannada. He got his first job as a police reporter in the Crime Investigation Department in 1973. He did not stop there; he continued his studies and obtained a Bachelor of Arts degree from V V Puram Evening College of Arts and Commerce. He also pursued a Master of Arts degree in History through correspondence from the Open University of Mysore.

In 1985, he cleared the Karnataka Administrative Service (KAS) exam and became a Deputy Superintendent of Police. The next year, he achieved a remarkable feat by becoming the first person to clear the Union Public Service Commission (UPSC) exam in Kannada. He was selected as an Indian Administrative Service (IAS) officer and underwent training at the Karnataka Police Academy.

He served in various capacities as an IAS officer, such as Assistant Commissioner of Police, Deputy Commissioner of Bangalore Rural District, Director of Kannada and Culture Department, and Bangalore Regional Commissioner. He retired from his bureaucratic duties in 2013.

A Passionate Actor and a Popular Politician

While working as an IAS officer, K Shivaram also pursued his passion for acting. He made his debut in the Kannada film industry with the 1993 hit movie Baa Nalle Madhuchandrake, directed by Nagathihalli Chandrashekar. He played the role of a police officer who falls in love with a widow. The movie was a blockbuster and won several awards, including the Karnataka State Film Award for Best Film.

He went on to act in more than 30 films, mostly in supporting roles. Some of his notable films are America America, Nanna Preethiya Hudugi, Nenapirali, Amrutha Dhaare, and Mungaru Male. He also acted in a few television serials, such as Mukta and Mukta Mukta. He was known for his versatile and natural acting skills and his ability to portray different characters with ease.

He also ventured into politics after his retirement from the civil service. He joined the Indian National Congress in 2013 and contested the 2014 Lok Sabha elections from Bijapur constituency. However, he lost the election to Ramesh Jigajinagi of the Bharatiya Janata Party (BJP). He later switched to the Janata Dal (Secular) and then rejoined the Congress. In 2016, he joined the BJP and became a member of its state executive committee.

He was an active politician and a vocal advocate for the Dalit community. He also supported the cause of Kannada language and culture and opposed the imposition of Hindi in Karnataka. He was a respected leader and a popular public figure.
