He currently serves as the District Development Commissioner of Udhampur, a district in the Indian Union Territory of Jammu and Kashmir. IAS Officer Piyush Singla was born on November 1, 1986, (Age: 37 Years; as of 2024) in Punjab. He belongs to a well-educated family. His father is a doctor and his mother is a teacher. He has a younger brother who is also a doctor. He completed his schooling at DAV Public School, Chandigarh, and then pursued his MBBS degree from Government Medical College, Patiala.
He was always interested in public service and decided to appear for the civil services examination after completing his medical studies. He cleared the exam on his first attempt and secured the 111th rank in the all-India merit list. He was allotted the Jammu and Kashmir cadre and joined the IAS in 2012.

Career
Dr. Piyush Singla started his career as an Assistant Commissioner in Jammu, where he handled various administrative and revenue matters. He also served as the Additional Chief Executive Officer of the Shri Mata Vaishno Devi Shrine Board, where he was responsible for the management and development of the pilgrimage site. He was then posted as the Deputy Commissioner of Ganderbal, a district in North Kashmir, where he faced many challenges and security issues.
He successfully conducted the panchayat and urban local body elections in the district, which were held after a gap of 10 years. He also initiated several developmental and welfare schemes in the district, such as the construction of a mini-secretariat, a sports stadium, a women’s college, and a skill development center.

In February 2020, he was transferred to Udhampur, where he is currently serving as the District Development Commissioner. He has transformed the district with his visionary and people-centric approach. He has launched several innovative projects in the district, such as:
- Jeevika: A water conservation and livelihood enhancement project that aims to increase the income of the farmers by creating water harvesting structures, drip irrigation systems, vermicomposting units, playhouses, and integrated farming systems. The project has received the National Water Award 2019 from the Ministry of Jal Shakti for its outstanding contribution to water conservation and management.
- Sakoon: A digital initiative that ensures the timely and transparent disbursal of the State Disaster Relief Fund (SDRF) to the victims of natural disasters in the district. The project uses a mobile app to capture the details and photos of the affected properties and sends them to a web portal for verification and approval. The project has received the National E-Governance Award 2020 in the gold category from the Ministry of Electronics and Information Technology for its excellence in e-governance.
- Umeed: A disability empowerment project that aims to provide a dignified and independent life to the persons with disabilities in the district.
